The Owners Corporations Act 2006 (OC Act) governs the management of multi-unit developments, such as apartments, in Victoria. The Act sets out the legal framework for how common property is managed, repaired and insured, defines the rights and obligations of lot owners and regulates owners corporation (OC) managers. The Victorian Government appointed an independent expert panel (Expert Panel) to review the OC Act to identify opportunities to improve its operation.
